AIPA Parallel Event : ASEAN Inter-Parliamentary Caucus on Labour Migration – Migrant Workers’ Rights to Social Protection

For this year’s ASEAN Inter-Parliamentary Caucus on Labour Migration in September in Cambodia, we will facilitate a conversation on social security for migrant workers and their families. The current economic system creates a demand for migrant labour in a variety of sectors in the developed world, and states turn to developing countries to provide the workers to fill those jobs, many of which are low – and medium skilled positions.
In most migrant worker destination countries, there is an ongoing tension between rights protections extended to citizens and those extended to migrant workers. Yet the presence of increasingly large numbers of migrant workers in some countries challenge the prevailing notion that states are not responsible for the well being of non-nationals working within their territories, regardless of the economic contribution they make. Undocumented workers can expect a complete lack of social security coverage amounting to serious human rights violations.
