On-site Support Systems for Overseas Filipino Workers, 2016

The Philippines has employed a One-Country Team Approach policy to promptly and efficiently respond to the welfare of OFWs as provided by RA 8042 and enunciated by Executive Order No.74 and RA 10022 . The policy expects all government officials from different departments must act as one team under the leadership of the head of the Post . The four main ministries involved are Department of Labor and Employment- Philippine Overseas Labor Office (DOLE-POLO), Department of Foreign Affairs- Office of the Undersecretary of Migrant Workers
Affairs (DFA_OUMWA), Overseas Workers Welfare Administration (OWWA) & Philippine Overseas Employment Administration (POEA)
The POLO primarily looks into labour related cases, while embassies and consular offices address non-labour issues and provide services such as Assistance to nationals (ATN), prison visits. FWRCs are meant to provide both onsite protection and reintegration programs.
While the One-Country approach is in place, effective implementation is still a challenge. Resources are still needed to expand to meet future needs of the growing number of Overseas Filipino Workers (OFWs) and ensure timely response.
