South Korea’s Seasonal Workers’ Program: Challenges and Ways Forward

South Korea’s Seasonal Worker Program (SWP), enforced by the Ministry of Justice since its full implementation in 2017, was conceived as a strategic response to acute labor shortages in rural areas, particularly in the agriculture and fisheries sectors. Building on pilot projects initiated in 2015, the program aims to attract migrant workers from countries such as Vietnam, Laos, Cambodia, the Philippines, Mongolia, and Nepal to address the seasonal fluctuations in labor demand that are inherent to these industries.
