MFA 30th Policy Brief Series No. 5

Access To Decent and Sustainable Social Protection for Migrants

Migrant workers are a vital engine of economic growth in many countries, yet they consistently remain among the most vulnerable segments of the labour force. Millions of South Asian and Southeast Asian migrants fuel industries across the Gulf Cooperation Council (GCC) countries, Southeast Asia, and beyond, but too often they lack access to critical social protection measures—such as health insurance, pensions, or unemployment benefits—due to administrative barriers, restrictive policies, and insufficient international coordination. Without robust safeguards, these workers face wage theft, hazardous working conditions, and the risk of being excluded from social protection systems.
